Acquisition got the budget. CRM should be deciding who it buys.

Acquisition already has the budget. Gartner's 2026 CMO Spend Survey puts 62.6% of media spend on awareness and conversion, with loyalty and retention down to under 15%. Each pound buys less, too: Meta's average price per ad is up 12% year on year. In the sequel to Your CRM Didn't Break Your LTV, Tim Roe argues the question isn't how much to spend on acquisition but who steers it. CRM holds the data that knows which customers are worth buying. Here are the three inputs it should hand paid media before Black Friday budgets lock, and the governance work most brands have skipped.

There's a comfortable story doing the rounds in CRM teams: retention is under pressure because the business is cutting acquisition. The numbers say otherwise.

Gartner's 2026 CMO Spend Survey, published in June, found awareness and conversion now take 62.6% of media spend, up more than 10% since 2024. Loyalty and retention fell 29% over the same period, to under 15%. That's mostly $1bn-plus companies, so read it as a market signal. UK data rhymes: the IPA's Q2 2026 Bellwether shows a net +6.9% of companies revising marketing budgets up.

The money is there. It just buys less. Meta's average price per ad rose 12% year on year in both Q1 and Q2 2026, and Meta names online commerce as the biggest contributor to its Q1 ad revenue growth.

That's the real squeeze. Acquisition got the budget, each pound buys fewer customers, and CRM is asked to make it pay back with a shrinking share.

Last month Phill argued that acquisition decides what CRM can get back. This piece reverses the arrow: CRM data should decide what acquisition buys.

It mostly doesn't. Platform automation chases the easiest conversion, often someone who already buys from you. Gartner's analyst warns against letting AI steer budget to the stages easiest to tune, and notes the most AI-mature organisations put a larger share into loyalty and retention.

What passes for “CRM-informed acquisition” is usually an email list synced to Meta with no value attached. Klaviyo's help centre is candid: its native Meta sync doesn't pass lifetime value, so new profiles arrive at a default value. Seed a value-based lookalike from that and every customer looks equally valuable.

Three inputs should belong to CRM before Black Friday budgets lock.

Who to exclude. Active, valuable customers who'll buy anyway don't belong in prospecting. Paying to “acquire” them is a loyalty discount with a media invoice attached.

Who to model. Seed lookalikes on value-weighted, high-RFM cohorts, not the whole buyer list. Subscribers who've never bought are the weakest signal you hold.

What a new customer is worth. A 90-day value target alongside CAC, so acquisition is judged on how the cohort it brought in moves through RFM, not on ROAS.

Wearing my governance hat, here's the interesting bit. The segment that's best commercially is also the best governed. In my reading, repeat buyers carry the strongest reasonable-expectation case for audience matching. Never-bought subscribers carry the weakest.

Legitimate interests can support customer-list matching. Consent isn't automatically required. UK GDPR now lists direct marketing as processing that may be a legitimate interest, but the three-part test still applies. The ICO says brand and platform are likely joint controllers, cites Which? research from September 2021 finding 79% of people didn't know platforms match uploaded lists, and expects a clear opt-out when details are first collected. For lookalikes, it says you should be satisfied the platform has told those people what's happening.

Most brands I see haven't done that work. No documented assessment for audience matching. A silent privacy notice. And objections, which stop all direct marketing including matching, land in a privacy inbox that never reaches the segment filter. Klaviyo removes people from synced audiences when they leave a segment. It can't remove someone your segment never knew had objected.

Before Black Friday, hand paid media:

• an exclusion audience of active, valuable customers

• value-weighted lookalike seeds

• a 90-day new-customer value target

• a legitimate interests assessment your DPO has seen

• proof that people who've said no aren't in the audience

Then ask the paid team: what share of last quarter's “prospecting” conversions were existing customers?

5. FAQs

Is CRM under pressure because brands are cutting acquisition budgets?

Not according to the market data. Gartner's 2026 CMO Spend Survey found awareness and conversion take 62.6% of media spend, up more than 10% since 2024, while loyalty and retention spend fell 29% to under 15% of media. Gartner's sample is mostly companies with over $1bn revenue. In the UK, the IPA's Q2 2026 Bellwether Report found a net +6.9% of companies revised marketing budgets up. The pressure on CRM comes from retention's shrinking share and the rising cost of paid reach, not from acquisition cuts.

How much have Meta ad prices risen in 2026?

Meta reported that its average price per ad rose 12% year on year in both Q1 and Q2 2026, in its quarterly Form 10-Q filings. Meta also said online commerce was the largest contributor to its Q1 2026 advertising revenue growth. Average price per ad is Meta's own metric and is not the same as CPM.

What does CRM-informed acquisition mean?

It means using customer data held in the CRM to set the inputs paid media works from: which existing customers to exclude from prospecting, which high-value cohorts to use as lookalike seeds, and what a new customer should be worth over their first 90 days. In practice, many brands' version of it is an email list synced to Meta with no value weighting.

Does Klaviyo pass customer lifetime value to Meta when it syncs a segment?

No. Klaviyo's Help Center says that when a list or segment is connected to a Meta custom audience, CLV is not passed automatically, and new profiles are added with a default CLV value, which can skew value-based lookalike audiences. To build a value-based lookalike, Klaviyo's guidance is to export the segment with the Total Customer Lifetime Value property and upload that file to Meta.

Which customers should be excluded from prospecting campaigns over Black Friday?

Active, valuable customers who are likely to buy anyway. Including them in prospecting means paying acquisition prices to reach people already in the relationship, which inflates prospecting results and acts as an expensive loyalty discount. High-RFM and active mid-value customers are the usual candidates for exclusion during peak trading.

What makes a good lookalike seed audience?

A value-weighted cohort of high-RFM customers, built on purchase behaviour, rather than the whole buyer list. Subscribers who have never bought are the weakest signal to seed from. One-time, low-value buyers should be used with care. Fewer, deliberately built audiences also mean fewer synced lists to govern.

How should acquisition be measured beyond CAC and ROAS?

Set a 90-day value target for new customers alongside CAC, and report acquisition on how the cohort it brought in moves through recency, frequency and monetary value over that period. ROAS shows what a campaign returned on the first order. Cohort movement shows whether it bought customers worth keeping.

Do you need consent to upload a customer list to Meta for audience matching in the UK?

Not automatically. UK GDPR Article 6, as amended by the Data (Use and Access) Act 2025, lists direct marketing as an example of processing that may be a legitimate interest, but the three-part legitimate interests test still applies. The ICO's direct marketing guidance requires processing to be fair, lawful and transparent, says brand and platform are likely joint controllers, and says brands relying on legitimate interests should give a clear opt-out when details are first collected. This is general information, not legal advice: confirm your position with your DPO.

What governance work do brands usually skip with Meta customer audiences?

Common gaps are: no documented legitimate interests assessment for audience matching; a privacy notice that is silent on it or buries it; no opt-out at collection and no route to object to ad targeting specifically; and no workable process for keeping objectors out of synced audiences. The ICO cites Which? research from September 2021 that found 79% of people didn't know platforms match uploaded customer lists, which is why transparency matters.

What happens to audience matching when a customer objects to direct marketing?

Under UK GDPR Article 21, an objection to direct marketing means the personal data must no longer be processed for direct marketing purposes, and that includes audience matching, not only email. Klaviyo removes profiles from a synced Meta audience when they leave the segment (Meta can take 24 to 48 hours to update), but only if the segment logic excludes objectors. Objections that arrive through a privacy inbox or customer service need a route into those segment filters.

What does the ICO say about lookalike audiences?

The ICO notes that some audiences include people a brand has no direct relationship with, and says the brand should be satisfied that the platform has taken all necessary steps to tell those people what is happening.

How does ABLE-RFM+ apply to acquisition targeting?

ABLE-RFM+ is VALIX's segmentation framework, layering Acquisition source, Brand affinity, Loyalty and Engagement signals onto recency, frequency and monetary value. Applied to paid media, the highest-RFM segments make the best lookalike seeds and the most important prospecting exclusions, and in VALIX's view they also carry the strongest reasonable-expectation case for audience matching. That makes the commercially strongest segment the best governed one too.

What one question should a CRM lead ask the paid media team before Black Friday?

What share of last quarter's prospecting conversions were existing customers? The answer shows how much acquisition budget is being spent re-buying customers the brand already has.
